HIV/AIDS

The Haitian Ministry of Health and its partners have launched a new HIV/AIDS campaign focused on raising awareness, rapid testing, and treatment.  With the support of the President’s Emergency Plan for AIDS Relief (PEPFAR), the Global Fund for HIV/AIDS, TB, and Malaria and other donors, Haitians can be tested and treated for free.  Stigma and discrimination, especially against women and members of the LGBT community, remain challenges.  Courtesy of AFP, more information about the campaign follows.

Partners in Health (PIH) is one of Haiti’s most important health oriented non governmental organizations, with a model based more on solidarity and human rights than on charity.  In addition to its development activities, PIH has at times been called on to be a humanitarian responder such as during both Gonaives floods and most recently the earthquake.  PIH also operates in Rwanda, Burundi, Lesotho, Russia, and numerous other countries.  Below are highlights from the PIH 2010 Annual Report, which include construction of the largest public hospital outside of Port au Prince, in the city of Mirebalais.

The credibility of any government is determined in large part by its capacity and willingness to provide basic services.  Health care can bring people together when there is equal access, or divide people when there is not.  Before and after the earthquake, quality health care in Haiti was/is primarily provided by non-governmental and international organizations (NGOs/IOs). The NGOs and IOs have been instrumental in keeping disease outbreaks at bay and access to health care for many residents in Port au Prince, at least for now, is better than it was before the earthquake.  While significant accomplishments, much more remains to be done before we can say that the health care system is truly being reconstructed. 

As of last week, Paul Farmer was no longer under consideration for the position of USAID Director.  Today, it was announced that he has instead been appointed Deputy U.N Special Envoy to Haiti.  Clinton said that Farmer's "credibility both among the people of Haiti and in the international community will be a tremendous asset" to their work in Haiti.  While many looked forward to seeing him to reforming and leading USAID, this new position allows him to once again work full time on Haiti, a country for which he cares deeply.

Below is a post from "The Cable", confirming rumors that Paul Farmer is considering a position in the Obama Administration.  The position is as of yet unclear.  It may be USAID Administrator or a new position coordinating U.S. Global Health programs.  Partners in Health has had a tremendous impact in Haiti, Latin America, Africa, and elsewhere.  As a champion of health and human rights, Farmer's vision and expertise would be an asset to the Obama Administration.  

It is Kanaval season in Haiti!  This is not a time to dwell on one’s sorrows but a time to focus on living.  It is a loud, vibrant, and wonderful time of the year.  No matter how bad things get, Kanaval will always be for friendships, relationships, music, dancing, tradition (and drinking.) But as another proverb goes, after the dance the drum is heavy.  When Kanaval is over, it’s back to work for all.  Achieving food security is task #1.

Project Medishare, an NGO supporting medical and public health programming on Haiti's Central Plateau, has been awarded a $1.25 million grant through the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). The award, which is focused on HIV/AIDS prevention activities, is part of a $4.8 million grant to Cross International, a South Florida-based interdenominational Christian humanitarian agency. Monday marked the 20th global observance of World AIDS Day. Each year, this date provides an opportunity to reflect on what has been accomplished and what remains to be done.  Haiti's significant and under recognized progress in its struggle against HIV/AIDS continues.  In fact, Haiti's successes have been replicated in numerous countries throughout Sub-Saharan Africa.  This is something that we can all be proud of.  Below are some thoughts concerning World AIDS Day 2008.  

The XVII International International AIDS Conference will take place in Mexico City from August 3-8.  This promises to be interesting given that the The President's Emergency Plan for AIDS Relief (PEPFAR), already the largest initiative ever devoted to a single disease, was reauthorized and expanded to $48 billion over the next five years. The Kaiser Family Foundation will be webcasting many portions of the conference.
